Aims & Scope
Those who are concerned with the preparation, design and construction supervision of highway and bridge projects are considered in this paper.
Attention is drawn to data deficiencies concerning manpower in this field.
It is suggested that the profession should establish a data base and should be involved with and influence manpower quantity as well as quality.
After examining in principle the time-resource relationship in tasks, trends in costs of scheme preparation are considered.
Considerable cost increases per unit output are demonstrated.
Employment and deployment of highway engineering manpower are then discussed, in the context of the current shortfall of work.
